WESTBROOK, Minnesota (STPNS) -- Westbrook — City Clerk Katie Steen told the council the proposed local levy will be $195,913.50. The increase figures out to be 2.78 percent. Mayor Dennis Phelps said, “That’s not to bad considering we took a more realistic look at our budget.” The final budget will be adopted at the December meeting, changes to the budget can still be made until that time if needed. The city adopted the preliminary budget.
The council discussed replacement of the sidewalk and adding steps in front of the City Library. The council was hoping to recover all or part of the cost through insurance. However according Phelps, apparently that is not going to happen. The council decided the city would pick up the expense, but the work will not be done until next year. The cost to replace the sidewalk will be about $5,200. A problem with the gutters on the new library addition also has been resolved.
Street Supervisor Carl Conrad reported the pumps at the lift station have been calibrated and are now in good working condition. He also said the swimming pool has been drained and Custom Pool Company is coming to winterize the pumps and filter systems.
The council authorized an increase in the city’s share of employee insurance from 65 to 70 percent due to the increases in premiums. The action only affects Katie Steen and Carl Conrad.
Utilities superintendent presented a proposal to move the main transmission line farther west of the present line. The line now runs directly above the ExpressWay gas station. Also he told the council the line is over 50 years old and some of the poles are beginning to lean. The new line will run across agricultural land owned by the city. No action was needed but it was presented as an informational plan.
Jutting also told the council a representative from the Missouri River Electric will speak to the council members and utilities members prior to the regular council meeting October 7.
An exempt permit for a raffle was granted to the WAV for a fund raising project for Kate Jorgenson.
Three building permits were approved:
• Alison Smith to install a chain link fence at her home on First Avenue.
• Craig Noding to extend a deck on his property on Adams Avenue.
• Michael Olson to install paver patio, remove window and install door, move gas meter.
